S. Daniel Carter (He/Him), President & Senior Consultant

S. Daniel CarterS. Daniel Carter is an internationally recognized leader in campus safety, dedicating over 30 years to creating safe and secure environments for students, faculty, and staff. Throughout his career, he has championed policy development, training initiatives, and victim advocacy, leaving a lasting impact on higher education safety. Leveraging his uniquely diverse professional experience he has led SAFE Campuses, LLC as President and Senior Consultant since 2017.

Taylor Parker (She/Her), Title IX Consultant

Taylor ParkerTaylor Parker, J.D. has served as a Title IX Coordinator at both public and private institutions of higher education. In these and prior roles as an ADA Coordinator and Deputy Title IX Coordinator she has experience in investigating complaints, developing policies, and overseeing civil-rights compliance. Parker graduated with her Juris Doctor from the Stetson University College of Law in 2017 where she served as a Center Fellow and Research Assistant at the Center for Excellence in Higher Education Law and Policy. She has also served as an adjunct professor of law, creating and delivering a course on student rights and responsibilities.

Jay Johnson (He/Him), Campus Public Safety Consultant

Jay JohnsonJay Johnson has 24 years in law enforcement with wide experience in private security, municipal and campus law enforcement, police instructor, and adjunct instructor at a private college. Jay is a graduate of the Tennessee Law Enforcement Training Academy, and The National Forensics Academy. He earned his Master of Science Degree from the University of Tennessee Chattanooga in Criminal Justice Administration.

Dan Reilly, Data Scientist

Dan ReillyDan Reilly serves as the Prevention and Research Coordinator for Missouri’s 21-campus, state-wide Partners in Prevention higher education substance abuse consortium and as a Data Analyst for the Division of Student Affairs at the University of Missouri. He has served as a Prevention Specialist at The University of Arizona, Director of Substance Abuse Prevention at The University of Rhode Island and Director of the Safety, Environment & Education Center at The University of Tennessee. Dan has served on several campus teams that obtained significant reductions in high-risk drinking (48% to 38%, Arizona, 67% to 52% Rhode Island, 48% to 28% Tennessee and 45% to 38% Missouri).

Melissa O’Brien

Melissa O’BrienMelissa O’Brien holds an M.A. in Higher Education/Student Personnel from the University of Mississippi, as well as a B.A. in Psychology and a B.A. in Criminology from Pennsylvania State University. After completing her master’s degree, Melissa worked at both private and public institutions including Spring Hill College and Middle Georgia State University, where she managed the student conduct process, trained faculty and staff, and provided Title IX and Clery support and educational outreach.

Melissa Lucchesi

Melissa LucchesiMelissa Lucchesi has spent over 20 years in the trauma field. She has worked both in local and national victim services and training, including training law enforcement, universities, healthcare workers and others. Melissa previously worked for Security On Campus, Inc. where she trained on the Clery Act and Title IX, sat on subject matter expert panels, a White House Roundtable on violence against women and children, and helped co-write an update to the Campus Sexual Assault Victims’ Bill of Rights.

Lisa Rogers, Operations Manager

Lisa RogersLisa Carter Rogers has more than four decades of administrative experience in the commercial and non-profit sectors. She also has a master’s degree in Rehabilitation Counseling from the University of Tennessee. In addition to administrative work Rogers has experience assisting with auditing Clery Act crime statistics reporting.
