Colbey Russell has more than a decade of experience in law enforcement in both the public and higher education sectors. He holds a Bachelor of Arts in Education and Psychology from Bucknell University and a Master of Public Safety from the University of Virginia. He has completed numerous command-level leadership courses, including Northwestern University’s School of Police Staff and Command, the FBI-LEEDA Trilogy, Penn State’s JASI POLEX, and POSIT.
Colbey is the owner of SEE Consulting LLC, specializing in leadership coaching and curriculum development for education, safety, and security functions. He is passionate about reducing barriers to mental health support for both civilians and first responders. As a certified instructor in Mental Health First Aid, de-escalation, Civilian Response to Active Shooter Events (ALICE), and leadership development, he focuses on improving educational systems that train or employ first responders.
In 2024 he received the International Association of Chiefs of Police “40 Under 40” award for his leadership in strengthening mental health response. He serves as Deputy Director and Lieutenant at Bucknell University Department of Public Safety and is a graduate of Pennsylvania’s Act 120 Municipal Police and Act 2 Deputy Sheriff academies.
