S. Daniel Carter

A 1994 graduate of the University of Tennessee, S. Daniel Carter has been a leading figure in campus safety for three decades. Inspired to create change after a tragic on-campus murder during his time as a student, Carter joined Security On Campus, Inc. (now the Clery Center) in 1994. He dedicated himself to training college and university officials nationwide on the intricacies of the Clery Act, empowering institutions to enhance their safety practices and reporting compliance.

Carter’s work extended far beyond training. He was instrumental in crafting and advocating for every piece of federal campus safety legislation enacted from 1991 until the landmark Campus SaVE Act amendments to the Clery Act were included in the Violence Against Women Reauthorization Act of 2013. These legislative successes significantly increased transparency, expanded prevention efforts, and enhanced support resources for campus communities nationwide.

From 2012 to 2015, Carter channeled his experience and passion into developing the 32 National Campus Safety Initiative (32 NCSI). This impactful program provided a platform for collaboration between campus safety advocates and families of victims of the Virginia Tech tragedy, turning their shared loss into a powerful force for positive change in campus safety practices.

In 2017, Carter continued his legacy by co-founding Safety Advisors for Educational Campuses, LLC (SAFE Campuses, LLC). As a leading campus safety consultant, he leverages his unparalleled understanding of the Clery Act and his vast experience with campus safety initiatives to provide invaluable guidance to institutions seeking to create safer and more responsive campus environments.
